In view of the scarce resources of non-ferrous metal ores , not only in India but generally in the world , and their strategic importance for defence and development , conservation and rational exploitation deserved earnest consideration . Thought had also to be given to maximum recovery from scrap , beneficiation of ores , where required , and discovery of substitutes for the more scarce metals . भारत में ही नहीं वरन् पूरे विश्व में , अमिश्रित धातु स्Lल्लियों के सीमित संसाधनों को देखते हुए तथा उनकी सुरक्षा और विकास की सामरिक महत्ता को ध्यान में रखते हुए , उनके एकत्रीकरण तथा विवेकपूर्ण उपयोग पर गंभीरता से विचार करने की आवश्यकता थी.बचे-खुचे रद्दी माल को अधिकाधिक मात्रा में पुन : प्रयोग , आवश्यकतानुसार स्Lल्लियों का लाभकारी उपयोग तथा अधिक दुर्लभ धातुओं के विकल्पों की खोज पर भी विचार करना था .
